Sauté the shallots and garlic until golden brown, remove, then add them to water along with scallions and beef. Cook until the beef is tender and the liquid has reduced. Remove from heat and strain.
Pour the strained stock into a large pot, add balado seasoning and KEWPIE Salad Dressing Roasted Sesame, then bring to a boil. Remove from heat.
Bring water to a boil, briefly blanch the spinach, remove, then plunge into ice water for a moment. Drain and set aside.
Place the cooked noodles into a serving bowl, pour over the broth, and top with sliced beef, boiled egg, spinach, and fried shallots. Serve.
